Considering to the low quality of our education today, we just can’t discuss it in any seminars or workshops, but, the most important of all, solve the problems. The challenge of globalization requires us to take real actions directly to the improvement of educational quality, though the condition of our economy is not conducive. The existence of teacher as the main key in educating will become more strategically significant in the future, because for modern society, the social function of school and/or teacher will be more important. The lack of effectiveness of attempts to enhance teacher quality through in-service institution (functionary teacher training) that has been done for this time indicates that we actually require the change in improving educational quality by pre-service institution. Therefore, LPTK as the institute producing teacher applicant has its strategic contribution particularly in its function in preparing qualified teacher applicants.

Educational quality in Indonesia and upcoming teacher profile
The problem of educational quality is always related to the quality of teacher, because it determines student’s quality as the result of educational process. Constitution of Republic Indonesia No. 25 in 2000 about National Development Program (PROPENAS) 2000-2004, declares that educational quality in Indonesia is still miserable. As Human Development Index (HDI) published by UNDP stated that Indonesia ranked 109th from 173 countries in the world for such condition. Many people complain how low the educational quality in any levels and types is, and it reflects that the quality of teacher in Indonesia is as low as the same. Many data show that the quality of teacher is very low both in quality and quantity (including teaching properness and accordance, the number of teacher, the result of teaching competence test, the understanding to subject and curriculum, the effective empowerment of school facility, the achievement in national level, the test of teacher applicants, etc.). The average results that teacher competence standard is beyond expectation, and generally, the quality of LPTK graduation is still under standard.
For one example: in 1995/1996, there was only 27 % from 2,17 million teachers (elementary, middle and senior high school) who was considered qualified; and in 2001, 31% of teacher condition in Indonesia needed restoration (Education Statistics Center for National Education Research Center 2001). The fact above would place the following education in Indonesia at stake, especially when we are facing full of challenge and opportunity globalization time. Today we need not only high qualified and competence, but also innovative human resources, and could survive in competing with other nations around the world. Competitive era mostly concerns to the quality in any aspect of life, both in product and services.
